The Ontology for Biomedical Investigations (OBI) is an ontology that provides terms with precisely defined meanings to describe all aspects of how investigations in the biological and medical domains are conducted. OBI re-uses ontologies that provide a representation of biomedical knowledge from the Open Biological and Biomedical Ontologies (OBO) project and adds the ability to describe how this knowledge was derived. We here describe the state of OBI and several applications that are using it, such as adding semantic expressivity to (...) existing databases, building data entry forms, and enabling interoperability between knowledge resources. OBI covers all phases of the investigation process, such as planning, execution and reporting. It represents information and material entities that participate in these processes, as well as roles and functions. Prior to OBI, it was not possible to use a single internally consistent resource that could be applied to multiple types of experiments for these applications. OBI has made this possible by creating terms for entities involved in biological and medical investigations and by importing parts of other biomedical ontologies such as GO, Chemical Entities of Biological Interest (ChEBI) and Phenotype Attribute and Trait Ontology (PATO) without altering their meaning. OBI is being used in a wide range of projects covering genomics, multi-omics, immunology, and catalogs of services. OBI has also spawned other ontologies (Information Artifact Ontology) and methods for importing parts of ontologies (Minimum information to reference an external ontology term (MIREOT)). The OBI project is an open cross-disciplinary collaborative effort, encompassing multiple research communities from around the globe. To date, OBI has created 2366 classes and 40 relations along with textual and formal definitions. The OBI Consortium maintains a web resource providing details on the people, policies, and issues being addressed in association with OBI. (shrink)

At the basis of modern natural law theories, the concept of the suum, or what belongs to the person (in Latin, his, her, its, their own), has received little scholarly attention despite its importance both in explaining and justifying not only the genealogy of property, but also that of morality and war.1 In this paper I examine Hugo Grotius's what it is, what things it includes, what rights it gives rise to and how it is extended in the transition from (...) the state of nature to civil society. I then briefly point out how bringing this concept back to the fore could help to illuminate the current discussion on the foundations of basic human rights, and to evaluate cases where these seem to clash with property rights. El presente trabajo investiga las tesis sobre el poder civil de Alonso de la Veracruz que buscan incorporar en la comunidad política española a los habitantes autóctonos del Nuevo Mundo, tesis que suelen relacionarse con F. de Vitoria y el tomismo español, y que últimamente son consideradas parte del republicanismo novohispano elaborado desde la periferia americana. The paper explores Alonso de la Veracruz's theses on civil power, which sought to integrate the native inhabitants of the New World into the Spanish political community. These theses, which have usually been associated with F. de Vitoria and Spanish Thomism, have recently come to be considered part of a Novohispanic republicanism developed in the American periphery. The article seeks to show that the purpose of such theses was to apply a theory of natural rights that did not entail the political participation of the indigenous population, as well as to analyze Veracruz's position regarding cultural diversity and the war against the indigenous peoples. Given the grim global statistics of extreme poverty and socioeconomic inequalities, moral and political philosophers have focused on the duties of justice and assistance that arise therefrom. What the needy are morally permitted to do for themselves in this context has been, however, a mostly overlooked question. Reviving a medieval and early modern account of the right of necessity, I propose that a chronically deprived agent has a right to take, use and/or occupy whatever material resources are required to guarantee (...) her self-preservation, or the means necessary to acquire them. There are three individually necessary and jointly sufficient conditions: the need is basic, the claimant does not violate other equally important moral interests, and it is a last resort. I present two recommendations to be followed by the claimants, and offer some examples where this principle may be applied today. I reply to the objections that understanding the right of necessity in this way kills its intuitive plausibility, and that it is a remedy worse than the disease. I conclude that, while not the best solution for the problem of global poverty, the exercise of this right should be accepted if we believe in the human right to subsistence. (shrink)

RESUMO Neste artigo, propomos estratégias de captação de regiões polêmicas em corpus produzido a partir de publicações do Twitter, partindo de quadro teórico que enfatiza a perspectiva dialógica. Com base nessas estratégias, fornecemos entradas para a análise da materialidade oriunda do universo tecnodiscursivo em circulação em ambientes digitais. Em razão da produção do corpus da investigação, avançamos na compreensão de traços que compõem imagens discursivas em torno de Diego Maradona em circulação no Twitter por ocasião de seu falecimento. Para tanto, (...) explicitamos e problematizamos técnicas de captação e produção de um corpus digital de pesquisa, através da delimitação de um espaço discursivo no Twitter que circundou a morte de Maradona. Os resultados obtidos se dirigem tanto às condições de utilização dessas plataformas por analistas do discurso, quanto à cartografia das regiões do dizer que se configuram nesse espaço e dos embates que nelas ganham consistência. En este artículo se presenta un análisis cualitativo preliminar de los contratos laborales firmados entre cuatro músicos de Europa del este y la dirección de la Orquesta Sinfónica de Antioquia en 1949, mientras dichos músicos estaban en los campos de refugiados europeos donde los sobrevivientes de la guerra fueron congregados para su atención y rehabilitación. Con este análisis se pretende problematizar la inserción de estos personajes como agentes de modernización cultural en Medellín, haciendo énfasis en las condiciones políticas y socioculturales (...) que caracterizaban a Colombia a comienzos de la década de 1950. La nacionalidad de estos músicos (tres checos y un rumano) era objeto de sospecha desde la legislación migratoria colombiana, que desde la década de 1920 establecía un catálogo de extranjeros que no debían entrar al país, pues podían traer ideologías contrarias a la defensa de la propiedad privada. Al contrastar estos contratos laborales con la política migratoria colombiana y con la responsabilidad pedagógica cívica que se le imponía a la actividad musical académica, se plantean algunas preguntas para debatir acerca de la narrativa oficial que presenta a estos músicos como agentes de modernidad importados e integrados a un proceso de modernización cuya representación se ha caracterizado por la ausencia de conflicto. Pregnancy presents some interesting challenges for the philosophy of embodied cognition. Mother and fetus are generally considered to be passive during pregnancy, both individually and in their relation. In this paper, we use the enactive operational concepts of autonomy, agency, individuation, and participation to examine the relation between mother and fetus in utero. Based on biological, physiological, and phenomenological research, we explore the emergence of agentive capacities in embryo and fetus, as well as how maternal agency changes as pregnancy advances. (...) We show that qualitatively different kinds of agency have their beginnings already in utero, and to what extent fetal and maternal movement modulate affectivity and individuation in pregnancy. We thus propose that mother and fetus are both agents who participate in pregnancy. Pregnancy then emerges as a relational developmental organization that anchors and holds its developing participants. We end the paper with reflections on ethical implications of this proposal, and suggestions for future research. (shrink)

The notorious ‘measurement problem’ has been roving around quantum mechanics for nearly a century since its inception, and has given rise to a variety of ‘interpretations’ of quantum mechanics, which are meant to evade it. We argue that no less than six problems need to be distinguished, and that several of them classify as different types of problems. One of them is what traditionally is called ‘the measurement problem’. Another of them has nothing to do with measurements but is a (...) profound metaphysical problem. We also analyse critically Maudlin’s (Topoi 14:7–15, 1995) well-known statement of ‘three measurements problems’, and the clash of the views of Brown (Found Phys 16:857–870, 1986) and Stein (Maximal of an impossibility theorem concerning quantum measurement. In: R. S. Cohen et al. (Eds.), Potentiality, entanglement and passion-at-a-distance, 1997) on one of the six measurement problems. Finally, we summarise a solution to one measurement problem which has been largely ignored but tacitly if not explicitly acknowledged. (shrink)

El artículo revisa la experiencia de algunas agrupaciones feministas que, en el momento de la transición, se organizaron para pensar, discutir y activar con el objetivo de dotar a la democracia que estaba por venir de una perspectiva que incluya los derechos de las mujeres de forma sustancial. El texto se detiene en varios aspectos de esa experiencia. Una descripción de esas agrupaciones formadas por militantes de la nueva izquierda de los años 70, mujeres feministas que habían estado silenciadas durante (...) la dictadura e integrantes de las organizaciones de derechos humanos; una presentación de algunas de las acciones que realizaron; los encuentros y desencuentros con otros movimientos y finalmente analiza las continuidades y rupturas que se dan en los años posteriores. At Universitat Politècnica de València, Meridies, an internship programme that places engineering students in countries of Latin America, is one of the few opportunities the students have to explore the implications of being a professional in society in a different cultural and social context. This programme was analyzed using the capabilities approach as a frame of reference for examining the effects of the programme on eight student participants. The eight pro-public-good capabilities proposed by Melanie Walker were investigated through semi-structured interviews. (...) The internship is an environment in which students can put into practice the knowledge they have acquired in undergraduate studies and to find practical relevance in what they studied. Occasionally, this also entails a critical questioning of what they have learned, a greater awareness of the limits of the contents of their studies and of the way things were taught, and interest in less explored issues that are closely linked to social justice. However, tensions can arise between the pro-public-good oriented perspectives of this programme, and a more instrumental vision. One way to overcome these tensions is to foster consideration of reflexivity, that is, the dynamic relationship between technology and society. To do so, the programme must create space before and during the internship, and upon the return of the students, to discuss and collectively reflect upon their lived experience. Additionally, it ought to engage supervisors in this educational journey, both at the university and in the host institutions, and also involve socially committed organisations in this task. Good work in nursing is work that is scientifically effective as well as morally and socially responsible. The purpose of this study was to examine variables that sustain good work among entering nurses (with one to five years of experience) and experienced professional nurses despite the obstacles they encounter. In addition to role models and mentors, entering and experienced nurses identified team work, cohesiveness and shared values as levers for good work. These nurses used prioritization, team building and contemplative practices (...) to overcome obstacles. Entering professional nurses tended to avoid conflict in the work setting. Experienced nurses reported forming teams of decision makers who share similar values to resolve conflict. These findings have implications for nurse education and nursing practice. Reflection on the importance of values and virtue in sustaining good work is important. Entering professional nurses should be encouraged to seek positive role models and reflect on the lessons that can be learned from experienced exemplary nurses. (shrink)

This paper starts with one of Chalmers’ basic points: first-hand experience is an irreducible field of phenomena. I claim there is no ‘theoretical fix’ or ‘extra ingredient’ in nature that can possibly bridge this gap. Instead, the field of conscious phenomena requires a rigorous method and an explicit pragmatics for its exploration and analysis. My proposed approach, inspired by the style of inquiry of phenomenology, I have called neurophenomenology. It seeks articulations by mutual constraints between phenomena present in experience and (...) the correlative field of phenomena established by the cognitive sciences. It needs to expand into a widening research community in which the method is cultivated further. (shrink)

According to the brain drain argument, there are good reasons for states to limit the exit of their skilled workers (more specifically, healthcare workers), because of the negative impacts this type of migration has for other members of the community from which they migrate. Some theorists criticise this argument as illiberal, while others support it and ground a duty to stay of the skilled workers on rather vague concepts like patriotic virtue, or the legitimate expectations of their state and co-citizens. (...) In this article, on the contrary, we suggest that the liberal conception of states’ legitimate political authority demands, and not just permits, that developing states from which migration of skilled workers occurs set up contractual mechanisms. These mechanisms will ensure that state-funded training in the health sector is provided against a commitment on the part of future professionals to reciprocate with their services for the benefits obtained. If one of the conditions for the state to maintain legitimate political authority is to provide basic services such as healthcare to its subjects (while respecting at the same time their autonomy and freedom), then this is what developing states affected by the brain drain ought to do. What we call the authority-based approach to the brain drain also helps to clarify the obligations that other states have not to interfere with these contractual mechanisms when they exist, and not to profit from their absence. Inspired by FIFA’s legal instruments of training compensation and solidarity mechanism for the transfer of players, we conclude by suggesting a plausible global policy to complement this authority-based approach. Earlier work has demonstrated that attention is indirectly cognitively malleable by processes of self-association – processes by which agents explicitly associate an item with the self. We extend this work by considering the manipulation of attention to both salient and non-salient objects. We demonstrate that self-association impacts attentional processing not only of non-salient objects, but also regarding salient items known to command attention. This result indicates the flexibility and susceptibility of attentional processing to cognitive manipulation.

Este artículo aborda el concepto de lo político de Carl Schmitt y la teoría populista de Ernesto Laclau. Se ofrece, primero, una crítica de la literatura sobre la supuesta recepción del pensamiento de Schmitt en Laclau, en relación a sus nociones de antagonismo, representación, unanimidad, e identificación. Luego se reconstruyen y comparan los argumentos de los dos autores sobre el enemigo, la referencia al pueblo como sujeto político y el carácter existencial de lo político. Sin pretensión de elaborar un análisis (...) conceptual exhaustivo para no exceder el espacio aquí disponible, se señala que a lo largo de su trayectoria Laclau ignoró a Schmitt (a excepción de un artículo sobre la guerra) y que, si bien Schmitt no fue una influencia intelectual en Laclau, hay algunas similitudes en sus modelos teóricos. El propósito del trabajo es comparar las trayectorias filosóficas de Paul Ricoeur y Mario Presas. Se sostiene que una adecuada comprensión del giro de la fenomenología a la hermenéutica, en el cual ubicamos a ambos, implica poner en relieve su pertenencia inicial a la fenomenología existencial francesa de la primera mitad del siglo XX. Se precisará la denominación fenomenología existencial y el impacto que tuvo en la concepción de la hermenéutica que fue desarrollada a partir de ella. El presente artículo es producto de un trabajo etnográfico que se realizó durante más de un año en una escuela primaria pública que contaba con apoyo de un servicio de Educación Especial. Los principales hallazgos versan sobre cotidianeidad de los procesos de evaluación de estudiantes con discapacidad. El trabajo es un llamado a humanizar las prácticas docentes.

La disminución de dopamina en los ganglios basales es la principal causa de la enfermedad de Parkinson. Además de las disfunciones motrices, los individuos con EP presentan alteraciones cognitivas que incluyen déficits de control atencional y temporal, de percepción del ritmo de la música y del habla, y de procesamiento del lenguaje. El circuito estriado-tálamo-cortical, participa en la comprensión musical y del habla. Personas con EP presentan problemas en distinguir las estructuras rítmicas por verse afectado el funcionamiento de los GB (...) y, por lo tanto, el control de su pulso interno en el CETC. Sin embargo, se ha encontrado que personas con EP pueden mejorar su sincronización temporal interna mediante el acompañamiento de señales auditivas externas temporalmente predecibles. Estudios argumentan que señales de este tipo pueden compensar la vía disfuncional CETC mediante una interface con el circuito cerebelo-tálamo-cortical el cual es sensible a la codificación de eventos temporales. This paper explores how University as social entity has great potential to confront epistemic injustices by expanding epistemic capabilities. To do this, we primarily follow the contributions of scholars such as Miranda Fricker and José Medina. The epistemic capabilities and epistemic injustice nexus will be explored via two empirical cases: the first one is an experience developed in Lagos using participatory video; the second is a service learning pedagogical strategy for final year undergraduate students conducted at Universidad de Ibagué. The (...) Lagos experience shows how participatory action-research methodologies could promote epistemic capabilities and functioning, making it possible for the participants to generate interpretive materials to speak of their own realities. However, this experience is too limited to address testimonial and hermeneutical injustice. The Colombian experience is a remarkable experience that is building epistemic capabilities among students and other local participants. However, there is a hermeneutical and structural injustice that tends to give more value to disciplinary and codified knowledge at the expense of experiential and tacit knowledge. (shrink)

Under this premise, this article explores the role which higher education has been assigned in contributing to sustainable human development, and concludes that the vision of HE offered is too narrow and unable to capture the essence and full meaning of sustainable human development. Moving away from problematic indicators and thresholds that understand HE as a producer of human capital, the article proposes placing the concept of human (...) development at the centre of HE. Hay muchas maneras de entender y practicar la innovación social. En este artículo queremos abordar una perspectiva concreta: la innovación social colectiva (ISC) que busca explícitamente la transformación de los regímenes socio-técnicos. A partir del análisis de dos experiencias que tienen lugar en Valencia (grupos de consumo y una cooperativa energética), caracterizamos el sentido de la transformación de las ISC y su direccionalidad. Para lo primero, se recurre al marco de las transiciones socio-técnicas, mientras que para lo segundo el análisis (...) se realiza desde el desarrollo humano. El análisis arroja diferencias sustanciales en la manera en la que las ISC entienden la producción, las tecnologías, las políticas y regulaciones, la estructura industrial, los canales de acceso y las fuentes de conocimiento, respecto de las prácticas socio-técnicas dominantes. Asimismo evidencia que sus propuestas se alinean claramente con los principios del desarrollo humano y permiten la expansión de capacidades y de agencia.There are many ways to understand and practice social innovation. In this article we touch upon a specific perspective: grassroots innovations (gi) which explicitly seek the transformation of socio-technical regimes. From the analysis of two experiences that took place in the city of Valencia (consumer groups and an energy cooperative), we characterize the sense of the transformation of the grassroots and its directionality. For the former, the framework of socio-technical transitions is used, while, for the latter, the analysis is being made through the human development approach. The analysis reveals substantial differences in the way in which gi understand production, technologies, policies and regulations, industrial structure, access channels and sources of knowledge, compared with dominant socio-technical practices. It also shows that their proposals are clearly aligned with the principles of human development and allow the expansion of capabilities and agency. (shrink)

Interesa preguntar sobre cómo estas ficciones imaginan la crisis actual desde los espacios disruptivos, movedizos y también “excepcionalizados” de los confines, y cómo producen, a través del género apocalíptico “enmascarado, cifrado”, otra ima-ginación del presente, una crítica política que, evidenciando la crisis del presente como crisis de la imaginación (...) del futuro, podría reconducir nuestra mirada sobre los límites de nuestro tiempo y las condiciones de su superación. El ensayo intenta, asimismo, pensar esas escrituras de manera situada, desde una enunciación también en crisis, que asume lo contemporáneo en un trance de caída y trasformación. (shrink)

La creatividad y la paz están íntimamente relacionadas, incluso en su dimensión histórica. El cambio de concepción de la paz observado por Galtung lleva a una comparación con la evolución de la noción de creatividad. Además de las mencionadas similitudes, ambos conceptos están en concomitancia en tanto en cuanto la creatividad es necesaria como herramienta para la transformación de conflictos de forma pacífica. Este trabajo aborda algunos aspectos de la dimensión social y política del museo en la actualidad, a partir de la articulación de distintas perspectivas vinculadas con las políticas de los bienes comunes, la sociomuseología y la museología participativa. Este cruce teórico permitió diseñar un escenario o un subescenario -según qué lectura se pondere- político-museológico en el que, consideramos, existe una apuesta por una diferenciación de los modelos tradicionales.

In the deep disagreements characterized by Robert Fogelin (1985/2005) the parties do not share a common framework sufficient for the argumentative exchange to actually occur. Arguments are present as propositional structu-res, but do not develop as activity. Some public debates, particularly those that appeal to a resolution through the knowledge provided by science, can be reconstructed from the perspective of this model. Can scientific evidence be constructed from which to build, at least partially, that necessary common framework? Which notion of (...) objectivity is the most adequate for this purpose? Fogelin’s proposal is a starting point to reflect on the resolution of disagree-ments and scientific knowledge, in particular from the notions of incommen-surability and objectivity. It is argued that objectivity in scientific activity resul-ting from the conditions that allow negotiating meanings can work to resolve some deep disagreements. (shrink)
